Lancaster County Emergency Services manages several community programs, including three volunteer groups: the Community Emergency Response Team (C.E.R.T.), the Lancaster-Middlesex Emergency Communications Group,  and the Community Animal Response Team (C.A.R.T.).  Additionally, the department manages the Yellow Dot program, File of Life program and the CodeRED community emergency notification system.  These programs are essential to community prevention, protection, preparedness, response and recovery – making our community more resilient to disasters.
